The US Treasury Division’s Workplace of Overseas Property Management (OFAC) announced on Tuesday that it was sanctioning two South Sudanese officers concerned in conflict-related sexual violence. The 2 officers, Basic James Nando and Governor Alfred Futuyo, have been added to OFAC’s specially-designated nationals list for South Sudan, which blocks their entry to any US property and prevents US nationals from doing enterprise with them.

“America rejects all types of sexual violence—which girls and youngsters bear the brunt of—in armed battle,” mentioned Deputy Secretary of the Treasury Wally Adeyemo. “We stay dedicated to holding perpetrators and enablers of conflict-related sexual violence accountable as long as this scourge exists.”

The UN outlined conflict-related sexual violence in a 2019 report as “rape, sexual slavery, pressured prostitution, pressured being pregnant, pressured abortion, enforced sterilization, pressured marriage, and every other type of sexual violence of comparable gravity perpetrated in opposition to girls, males, ladies or boys that’s instantly or not directly linked to a battle.” In its announcement, OFAC famous that Nando oversaw 64 circumstances of rape and sexual slavery, as effectively the kidnapping of a minimum of 505 girls and 63 ladies. Futuyo commanded forces that kidnapped 887 civilians, 43 of whom have been raped.

The sanctions in opposition to Nando and Futuyo are the primary US sanctions with a “devoted focus” on conflict-related sexual violence. President Joe Biden issued a memorandum in November 2022 that instructed US officers to put a better deal with confronting conflict-related sexual violence by leveraging sanctions and dealing with worldwide companions to carry extra consideration to sexual-violence points. “America doesn’t settle for CRSV as an inevitable value of armed battle,” the memo mentioned. “And is dedicated to supporting survivors by way of all out there measures, together with authorized, coverage, diplomatic, and monetary instruments—to discourage future violence.”

The sanctions come as South Sudan is going through an escalating disaster of violence and human rights violations, pushed by impunity. UN officers have expressed deep issues, echoed by worldwide organizations like Docs With out Borders. One physician, Beatriz Martinez De La Fuente, mentioned final month that “the battle remains to be ongoing and contemplating that this space is more likely to get flooded in the course of the wet season, the state of affairs might change into much more tough for folks right here.”
