Council of Europe calls on Italy to strengthen anti-corruption measures

The new evaluation report printed on Wednesday from the Council of Europe’s Group of States towards Corruption (GRECO) urges Italy to undertake and implement measures selling integrity and combating corruption inside high government features (PTEFs) and regulation enforcement businesses.

GRECO displays member states’ compliance with anti-corruption requirements set by the Council of Europe. GRECO conducts a two-step course of: first, an analysis based mostly on questionnaires and on-site visits, after which a compliance process to evaluate the implementation of suggestions. This dynamic peer evaluation course of entails consultants and representatives from Member States to make sure efficient monitoring and mutual strain.

The Council of Europe noted that Italy has a “sizeable authorized framework coping with the prevention and the combat towards corruption, however that it’s difficult to navigate, to the detriment of its effectivity.” Furthermore, there isn’t any frequent integrity framework relevant to all PTEFs.

Following the analysis, GRECO established 19 suggestions divided in two components. The suggestions for high-level authorities officers primarily deal with stopping conflicts of curiosity, enhancing transparency, and establishing robust moral frameworks. The suggestions for regulation enforcement businesses emphasize strengthening inner controls, selling variety, and fostering a tradition of integrity.

As acknowledged in level 313 of the analysis report and in accordance with article 30.2 of GRECO’s guidelines of process, Italy is invited to offer GRECO with a report on the measures adopted to implement the suggestions by September 30, 2025. GRECO will consider this as a part of its compliance process, which is the second stage of the method.
